Regional Meeting Advances Draft Caspian Sea-Level Fluctuation Action Plan
A regional meeting on the draft Caspian Sea-Level Fluctuation Action Plan under the Tehran Convention was held online on 11 June 2025. The meeting brought together representatives of the five Caspian littoral states to discuss the technical, strategic, and procedural aspects of the draft, with the aim of preparing it for adoption at the upcoming Seventh Meeting of the Conference of the Parties (COP7).

Participants discussed in detail the proposed title of the Action Plan, highlighting that while the current text refers broadly to "fluctuations," its content primarily addresses the ongoing decline in Caspian Sea levels. The meeting also provided an opportunity for detailed feedback on the structure and content of the draft Plan. Delegates stressed the need for the Action Plan to present concrete measures, clear timelines, and robust monitoring mechanisms. The importance of accurate translations, consistency in terminology, and alignment with the Tehran Convention’s mandate were key points raised during the discussions.
Participants underscored that while the Plan should remain within the framework of the Tehran Convention and its Contracting Parties, coordination with relevant international organizations and expert bodies may be useful to ensure effective implementation.
The meeting concluded with agreement on the next steps: submission of written inputs of the Contracting Parties, circulation of a revised draft and continued consultations in preparation for COP7. The discussions reflected a strong collective commitment to regional cooperation in addressing the challenges posed by Caspian Sea level decline.
