Highlighting the role of the public in carrying out the environmental policy at the Caspian, the Caspian Day 2015 is dedicated to the Tehran Convention and interaction of stakeholders in addressing environmental problems of the Caspian Sea.

The objective of the meeting: to discuss the participation of public and other stakeholders in the implementation of the Tehran Convention and protocols to it.

To achieve this goal it is necessary to focus on:

• Public component of international projects in support of the Tehran Convention;
• Experience and goals of the Caspian littoral countries public participation in addressing the environmental problems of the Caspian Sea, including the role of mass media;
• Public participation in EIA procedures in the Caspian Sea region, including the transboundary;
• Enhancement of the role of public in the NCAPs implementation.

В информационных материалах – «День Каспийского моря» – 2015 представлен обзор мероприятия на русском и английском языках по теме: «Рамочная конвенция по защите морской среды Каспийского моря и взаимодействие заинтересованных сторон в решении экологических задач Каспийского моря».

В рамках мероприятия «Дня Каспийского моря» – 2015, организованного Правительством Астраханской области, Минприроды России, временным Секретариатом Тегеранской конвенции и  Центром международных проектов в формате «круглого стола», 12-13 августа 2015 года, в Астрахани прошло обсуждение актуальных вопросов деятельности  Тегеранской конвенциии поддерживающих её международных проектов  

Отмечая в 2015 году двадцатилетие международного природоохранного сотрудничества на Каспии, связанного с разработкой и реализацией положений Тегеранской конвенции при поддержке международных проектов, участникам мероприятия был дан краткий срез истории развития природоохранного сотрудничества на Каспии в рамках международных проектов, а также возможные будущие перспективные партнёрства и направления для сотрудничества и взаимодействия заинтересованных сторон прикаспийских стран. К таковым заинтересованным в реализации Тегеранской сторонам относятся прежде всего власти, бизнес и общество прикаспийских государств.   

На мероприятии была представлена общая схема возможного взаимодействия по решению экологических проблем Каспия при поддержке Тегеранской конвенции. Участниками было заявлено, что практическая реализация Конвенции возможна только на основе внедрения ее конкретных положений в реалии социально-экономических процессов, происходящих в каспийском регионе.

Важное место на мероприятии занял вопрос, связанный с ролью  Тегеранской конвенции при обеспечении экологической безопасностью региона, включая экологические риски, при  реализации его энергоресурсного потенциала По этой проблематике заслушаны краткие сообщения по специфике Каспийского моря в отношении экологических рисков освоения и транспортировки его углеводородных ресурсов, а также перспектив дальнейших исследований в данной области.

На основе материалов, подготовленных временным Секретариатом Тегеранской конвенции в качестве дискуссионного документа, были сформулированы необходимые меры по эффективному вовлечению общественности и других заинтересованных сторон в деятельность Тегеранской конвенции, её протоколов и планов действий.  Был обсуждён опыт по реализации Стратегии участия общественности Тегеранской конвенции в прикаспийских странах.

По материалам и итогам встречи 12-13 августа 2015 года представителей заинтересованных сторон региона, включая общественность, Центром международных проектов при организационно-финансовой поддержке временного Секретариата Тегеранской. конвенции был опубликован сборник материалов «Усиление взаимодействия заинтересованных сторон в защите морской среды Каспия».

The presented book represents an attempt to identify comprehensive solution to the problem of the international legal status of the Caspian Sea. The unclear legal situation of the Caspian Sea and the consequent uncertainty of the coastal states about the issue of territorial demarcation, their uncertainty about the extent of their sovereign rights to the exploitation of natural resources and the uncertainty of the neighboring states with regard to shipping in the Caspian prevent continuous economic development of the region, destabilize political situation and result in a lack of security in the Caspian region. These issues are not merely of regional, but of a global importance. This is the way the research is being continued by scientist all over the world.  

Natural seeps and easily exploited surface deposits of crude oil on land have been utilized in the Caspian Sea region earlier than 300 BC. The modern-day picture is a region with oil reserves of global importance, facing a key challenge of the transportation of crude oil to markets. There has been considerable focus on developing oil spill preparedness in the Caspian Sea region. This has involved the governments, regional bodies, the oil industry and a range of other stakeholders and international organizations (notably UNEP, IMO and OSCE). This effort is in addition to the primary focus on preventing spills.

Countries are developing and implementing National Contingency Plans in order to have effective national response systems, which also act as the basis for regional cooperation. 

This brochure has been produced on behalf of the consortium developing the hydrocarbon deposits beneath the North East Caspian defined under the North Caspian Sea Production Sharing Agreement of 1997.

The concession area lies in a region of rich biodiversity recognized as being of international importance for its wildlife, including several species that are classified as endangered. The widely varying conditions in the North East Caspian include extreme seasonal temperature variations, long-term sea level change, short-term sea surges and retreats, high levels of turbidity and sediment movement, ice cover in winter and scouring of the seabed by moving ice.

This dynamic environment presents challenges for those who live and work in the area. It also means that the fauna and flora on land and at sea, are adapted to a significant level of environmental stress from continually changing physical conditions.

The Institute of Geography of the Azerbaijan National Academy of Sciences and the Institute of Geography of the Russian Academy of Sciences have the honour to propose the development of the Atlas of the Caspian Sea (electronic and paper version), which aims to be a product of international scientific collaboration among the five Caspian states. The Atlas should serve the purpose of collecting and maintaining a comprehensive data on the state of the environment of the Caspian Sea and lay the scientific foundation for the environmental monitoring programme and implementation of other provisions of the Convention and its Protocols.
