Regional Meeting in Almaty to Advance the Caspian Sea Level Decline Action Plan
Regional meeting on the Caspian Sea Level Decline Action Plan was held in Almaty, Kazakhstan, on 1-2 December 2025. The meeting brought together representatives of the five Caspian littoral states to review the updated the draft of the Action Plan, exchange national perspectives, and continue coordinated work toward a unified regional response to the ongoing decline in Caspian Sea level.
The meeting focused on Draft 2 of the Caspian Sea Level Decline Action Plan, which outlines the strategic assessment of long-term sea-level trends and proposes a set of adaptation measures aimed at strengthening resilience across the Caspian region. Participants discussed key elements of the draft, including the scientific assessment, regional priorities for adaptation, and options to support coordinated implementation under the Tehran Convention framework.
Discussions also addressed the roadmap for finalizing the Action Plan ahead of its submission to the Seventh Meeting of the Conference of the Parties. Delegates reviewed the planned timeline for written inputs, further consultations, and preparation of the next revised draft. The meeting provided an opportunity for the initial exchange on resource mobilization needs to support implementation of the Action Plan at the national and regional levels.
The two-day session in Almaty supported a coordinated and forward-looking approach to address the environmental, economic, and social challenges posed by Caspian Sea level decline, and to contribute to the broader work undertaken under the Tehran Convention to promote long term sustainability and resilience in the region.
