The Caspian Sea is the largest completely enclosed body of salt water in the world and constitutes a particularly fragile ecosystem. It contains great fishery resources, including 90% of the world’s stock of sturgeon, as well as vast oil and gas deposits in the subsoil. It is crossed by important transportation routes connecting Europe and Central Asia. For much of the twentieth century it was within the exclusive domain of Iran and the USSR, with the latter enjoying naval dominance. With the collapse of the Soviet Union the geopolitical situation in the region changed significantly. Instead of two, there are currently five riparian states – Russia, Iran, Azerbaijan, Kazakhstan and Turkmenistan – each filing differing legal claims.

Agreement on Cooperation in the Field of Hydrometeorology of the Caspian Sea was signed on 29 September 2014 in Astrakhan, Russian Federation, during the Fourth Caspian Summit.

The entry into force of the Agreement opens new opportunities not only for information exchange, but also for the interaction in other fields of hydrometeorology ranging from carrying out of observations to forecasting of weather and climate.

The final output of this cooperation is ensuring the safety of navigation and other activities in the water area and on the coast, which depend on changes of weather and climate. Everyone working in the Caspian Sea needs accurate hydrometeorological forecasts, timely storm alerts and the information required to design hydraulic structures.

Alongside with this, hydrometeorological information is essential for environmental protection, conservation of Caspian Sea biodiversity and efficient use of its natural resources. Now hydrometeorologists and ecologists may interact more closely: due to the signing of the Agreement there emerged a legal basis for the cooperation with the Tehran Convention.

Agreement on Cooperation in Emergency Prevention and response in the Caspian Sea was signed on 29 September 2014 in Astrakhan, Russian Federation, during the Fourth Caspian Summit.

The cooperation in the field of civil protection in the Caspian Sea will contribute to disaster risk reduction and minimization of negative consequences of emergency situations of natural and man-made disasters in the Caspian Sea. The agreement allows informing about the risk of an emergency, which could affect the state on the other hand, sharing experiences in the field of forecasting and monitoring of emergency situations, as well as training of the population to act in their threat and occurrence as well as to train and prepare experts in the field of civil protection educational institutions of member states.

Agreement on the conservation and sustainable use of aquatic biological resources of the Caspian Sea was signed on 29 September 2014 in Astrakhan, Russian Federation, during the Fourth Caspian Summit.

The Parties agree upon cooperation on (i) giving priority to the conservation of aquatic biological resources, (ii) sustainable use of aquatic biological resources, (iii) application of accepted international rules, (iv) ecosystem preservation and biodiversity protection, (v) conservation of aquatic biological resources in scientific research and use this as a basis of common aquatic biological resources management, and (vi) taking measures for sustainable use and conservation of aquatic biological resources in the Caspian Sea and for management of common aquatic biological resources. The Parties shall develop the cooperation by research studies, data collection, exchange of scientific and technical documents, experience and information, preventive measures for illegal, unreported and unregulated fishing and by development of short, medium and long-term programs for aquatic production and for their reintroduction into their natural habitats.

This Regional Water Quality Monitoring Programme has been developed as part of the project “Caspian Water Quality Monitoring and Action Plan for Areas of Pollution Concern’s (Caspian MAP)”. This project has been financed by the Tacis Programme of the European Union (EU) which amongst others promotes regional co-operation on environmental protection. On of the main objectives of the Caspian MAP is to support the Caspian Environment Programme (CEP), which is a partnership between the five littoral states - Azerbaijan, Islamic Republic of Iran, Kazakhstan, Russian Federation and Turkmenistan, and International Partners like EU, UNDP, UNEP, and the World Bank. The CEP's mission is to assist the Caspian littoral states to achieve the goal of environmentally sustainable development and management of the Caspian environment for the sake of long-term benefit for the Caspian inhabitants.

The Regional Pollution Action Plan for the Caspian Sea (RPAP), has been prepared as part of the project “Caspian Water Quality Monitoring and Action Plan for Areas of Pollution Concern’s (hereafter: Caspian MAP)”. The project is financed by the Tacis Programme of the European Union (EU), which has as one of its objectives the promotion of regional co-operation on environmental protection. The overall objective of the Caspian MAP is to achieve improved quality of the marine and coastal environment of the Caspian Sea. In particular, the RPAP (current Report) provides recommendations to regional strategies for pollution reduction, with a focus on the identified Areas of Pollution Concern. The Caspian MAP also developed a proposal for a Regional Water Quality Monitoring Program.

The Synthesis Report distils and integrates the findings of the three Working Group contributions to the Fifth Assessment Report (AR5) of the Intergovernmental Panel on Climate Change (IPCC), the most comprehensive assessment of climate change undertaken thus far by the IPCC: Climate Change 2013: The Physical Science Basis; Cli- mate Change 2014: Impacts, Adaptation, and Vulnerability; andClima- te Change 2014: Mitigation of Climate Change. The SYR also incorpo- rates the findings of two Special Reports on Renewable Energy Sources and Climate Change Mitigation (2011) and on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (2011). 

The present synthesis paper will provide an overview of past and present private sector support, it will compare and summarize the five national analysis reports and on the basis of the specifics in each country will make suggestions for next steps to attract further engagement.

Daily extractions of crude oil and gas and transportation of them are the main pollution sources of the Caspian Sea. Many trucks for charring oil from ports along the Caspian Sea are considered as point and nonpoint sources along the seaboard. In addition, many ships, which are navigating in the Sea, are emitting pollution to the Sea. Many cities and industries surround the Caspian Sea. Pollution from these cities and industries enter the Caspian Sea either directly or through rivers. The purpose of this paper is to look at the benefits of environmental management strategies in pollution prevention such as waste minimization and clean technologies. This minimizes the environmental problems due to waste generation and eliminates the cost of treatment and disposal of the waste. The benefits of the environmental management program along the Caspian Sea will ensure the clean water and the better environment of the Sea.
