Каспийское побережье и прилегающая низменность Туркменистана являются местом массового пролёта и зимовки водно-болотных птиц, ареалы популяций которых располагаются также в России и Казахстане. Поэтому в предлагаемый список птиц включены редкие виды не только Туркменистана, но и находящиеся в Красных книгах данных стран. При организации охраны редких видов необходимо учитывать состояние их популяций и на прилежащих территориях соседних стран. В работу вошли материалы, собранные нами за период с 70-х годов прошлого столетия до настоящего времени и преимущественно на территории Хазарского (Красноводского) заповедника и прилежащих территориях.

В настоящей работе даётся анализ динамики численности каспийского тюленя в Туркменском секторе Каспийского моря. Показаны места встреч и данные учётов по сезонам и годам. Обсуждаются лимитирующие факторы, причины гибели и вопросы сохранения.

Действие настоящих Правил распространяется на внутренние и территориальные морские воды туркменского сектора Каспийского моря и применяются ко всем эксплуатируемым в морской среде судам любого типа, включая суда на подводных крыльях, воздушных подушках, подводные суда, плавучие средства, а также стационарные или плавучие платформы.

Draft Caspian Sea Plan Concerning Regional Cooperation in Combating Oil Pollution in Cases of Emergency (Aktau Protocol Implementation Plan).

The arrangements in the Aktau Protocol Implementation Plan are intended to facilitate the development of joint response operations and to co-ordinate the use of the available resources in the region. They also outline in advance the financial conditions and administrative clauses of the actions, thus permitting rapid intervention in case of emergency by removing the need for lengthy negotiations during the course of the event.

Agreement on Cooperation in Emergency Prevention and response in the Caspian Sea was signed on 29 September 2014 in Astrakhan, Russian Federation, during the Fourth Caspian Summit.

The cooperation in the field of civil protection in the Caspian Sea will contribute to disaster risk reduction and minimization of negative consequences of emergency situations of natural and man-made disasters in the Caspian Sea. The agreement allows informing about the risk of an emergency, which could affect the state on the other hand, sharing experiences in the field of forecasting and monitoring of emergency situations, as well as training of the population to act in their threat and occurrence as well as to train and prepare experts in the field of civil protection educational institutions of member states.

The Red Data Book of Turkmenistan

Volume 1: Plants and Fungi Ed. 3rd, Revised and updated — Ashgabat: Turkmenistan, 2011. — 288 pp.

The Book contains data on 115 species of plants, described in the articles with the reference to the status, category, importance for the gene pool preservation, brief description, distribution, habitat, number, biological peculiarities, limiting factors, information on the introduction in cultivation, applied and proposed conservation actions, as well research proposals.

The contents of the book includes 3 species of Fungi (Eumycota), 5 species of Lichens, 2 species of Bryophyta, 8 species of Polypodiophyta, 97 species of Magnolyophyta (Anglosperms). Each article is supported by a picture and a graphic map of the species distribution in Turkmenistan. The Book is intended for nature protection services, specialists in the field of botany and ecology, teachers and students of higher educational institutions and secondary schools as well as the broad range of readers interested in the country’s flora.

Статья рассказывает о завершении осеннего сезона наблюдений за миграцией «краснокнижной» кречётки Международной орнитологической экспедиции. Кречетка - редкая водно-болотная птица, обитающая в степях Евразии. Птица молчалива, лишь изредка издаёт скрипящие звуки «кре-кре-кре», отсюда и название. Обитает в степях и полупустынях юга России, Центрального Казахстана, зимует на северо-востоке Африки, Ближнем Востоке, западе Индии, в Иране. Вид внесен в Красные книги МСОП, Туркменистана, Узбекистана, России и Казахстана. В настоящее время усилия учёных направлены на сохранение целостности комплекса экологических систем, где обитают такие редкие виды орнитофауны. Приблизительный подсчёт этого редкого вида в 2015 г. составил 3,5 тысячи особей.

The seal is the only marine mammal in the Caspian Sea, feeding on tulkas and other small fish, and preyed upon by land animals. It is an endemic species for the Caspian Sea and is vulnerable on that point of view. During its life history the Caspian seal migrates from the frozen North Caspian waters in the winter to the South Caspian in the summer timer and back to the North to give birth to the pups on the ice. During these migration time the seals can be found everywhere in the sea.

Active conservation efforts will be required to assure the Caspian seal does not eliminate from the Earth. As a major mammal, anchoring one end of the food web, it also plays an important role in the biodiversity of the Caspian Sea and is a remarkable indicator of the Caspian ecosystems health.

Natural seeps and easily exploited surface deposits of crude oil on land have been utilized in the Caspian Sea region earlier than 300 BC. The modern-day picture is a region with oil reserves of global importance, facing a key challenge of the transportation of crude oil to markets. There has been considerable focus on developing oil spill preparedness in the Caspian Sea region. This has involved the governments, regional bodies, the oil industry and a range of other stakeholders and international organizations (notably UNEP, IMO and OSCE). This effort is in addition to the primary focus on preventing spills.

Countries are developing and implementing National Contingency Plans in order to have effective national response systems, which also act as the basis for regional cooperation.
