The Caspian region is a priority region for Russia in ecological, marine and economic aspects. This is confirmed by the implementation of federal and regional programs, the development of academic and applied research in the Caspian Sea region of Russia, the regular various national/international meetings on the Caspian Sea issues and by the public active involvement.
The Tehran Convention, being a legal tool of the regional environmental cooperation, has a pivotal role to play in preventing and overcoming the region’s ecological problems. The effective use of its mechanisms will make it possible to contribute to the implementation of the national project “Ecology” and the federal project “Clean Country”.

В отчётных информационных материалах – «День Каспийского моря» – 2019 дан обзор на английском и русском языках мероприятия «Значение Рамочной конвенции по защите морской среды Каспийского моря для сохранения морской и прибрежной среды Каспия и достижения экологического устойчивого развития региона в целях реализации Национального проекта «Экология» и Федерального проекта «Чистая страна».
В 2019 году мероприятие, посвящённое Дню Каспийского моря, проходило в период с 6 по 7 августа 2019 года в Махачкале в Доме дружбы (Республика Дагестан). Мероприятие было организовано Министерством природных ресурсов и экологии
Российской Федерации, Министерством природных ресурсов и экологии
Республики Дагестан через «Центр международных проектов».Цель мероприятия: обсуждение роли и направлений деятельности Тегеранской конвенции и протоколов к ней как эффективного механизма для сохранения и предотвращения загрязнения морской и прибрежной среды Каспийского моря и достижения экологически устойчивого развития прикаспийских субъектов Российской Федерации, связанного с реализацией национального проекта «Экология» и федерального проекта «Чистая страна».
Для достижения данной цели необходимо акцентировать внимание на следующих вопросах:
- комплексное управление прибрежными морскими территориями в контексте достижения Целей устойчивого развития Повестки дня ООН в области устойчивого развития на период до 2030 г по сохранению прибрежных морских территорий региона как основы развития туристско-рекреационной деятельности в регионе, сокращению загрязнения морской среды, в том числе вследствие деятельности на суше, включая загрязнение морским мусором;
- эффективное обращение с отходами производства, включая нефтедобывающие отрасли, и потребления на территории прикаспийских субъектов Российской Федерации путём формирования комплексной экологичной системы обращения с отходами, включающую развитие системы управления утилизацией отходов, в контексте реализации федерального проекта «Чистая страна»;
- экологическая реабилитация водных объектов путём сокращения сброса загрязнённых сточных вод, предотвращения и смягчения потенциального неблагоприятного воздействия различного мусора, включая пластиковый, на морскую и прибрежную среду Каспийского моря;
- повышение осведомлённости общества в области улучшения контроля и предотвращения загрязнения морской и прибрежной среды Каспийского моря путем совершенствования разнообразных образовательных программ и практического обучения для различных групп населения.
Вмероприятия приняли участие более 60человек. Это представители заинтересованных федеральных ведомств, в том числе Минприроды России, Минтранса России, Росгидромета, Росрыболовства, региональных органов исполнительной власти прикаспийских субъектов Российской Федерации, включая региональные министерства туризма, министерства строительства и жилищно-коммунального хозяйства (Республики Дагестан, Республики Калмыкия и Астраханской области), заповедников, нефтяного бизнеса, представители научных организаций, организаций в области образования, деловых и академических кругов, экспертного сообщества и неправительственных организаций. Материалы подготовлены экспертом ЦМП Т. П. Бутылиной.

In the city of Makhachkala (the Republic of Dagestan), on 6-7 August, 2019, an event dedicated to the celebration of the “Caspian Sea Day” took place in the framework of the Tehran Convention (Framework Convention for the Protection of the Marine Environment of the Caspian Sea). It was organized following the Fifth Caspian Summit-2018 and ahead of the Sixth session of the Conference of the Parties to the Tehran Convention (November 2019, Baku, Azerbaijan).
The event was organized by the Ministry of Natural Resources and Environment of the Russian Federation and the Government of the Republic of Dagestan through the National Convention Liaison Office- Center for International Projects. I was held within the framework of meeting the national obligations under the Tehran Convention.

The Caspian Sea is the largest completely enclosed body of salt water in the world and constitutes a particularly fragile ecosystem. It contains great fishery resources, including 90% of the world’s stock of sturgeon, as well as vast oil and gas deposits in the subsoil. It is crossed by important transportation routes connecting Europe and Central Asia. For much of the twentieth century it was within the exclusive domain of Iran and the USSR, with the latter enjoying naval dominance. With the collapse of the Soviet Union the geopolitical situation in the region changed significantly. Instead of two, there are currently five riparian states – Russia, Iran, Azerbaijan, Kazakhstan and Turkmenistan – each filing differing legal claims.

Поэтому в предлагаемый список птиц включены редкие виды не только Туркменистана, но и находящиеся в Красных книгах данных стран. При организации охраны редких видов необходимо учитывать состояние их популяций и на прилежащих территориях соседних стран. В работу вошли материалы, собранные нами за период с 70-х годов прошлого столетия до настоящего времени и преимущественно на территории Хазарского (Красноводского) заповедника и прилежащих территориях.

The arrangements in the Aktau Protocol Implementation Plan are intended to facilitate the development of joint response operations and to co-ordinate the use of the available resources in the region. They also outline in advance the financial conditions and administrative clauses of the actions, thus permitting rapid intervention in case of emergency by removing the need for lengthy negotiations during the course of the event.

On of the main objectives of the Caspian MAP is to support the Caspian Environment Programme (CEP), which is a partnership between the five littoral states - Azerbaijan, Islamic Republic of Iran, Kazakhstan, Russian Federation and Turkmenistan, and International Partners like EU, UNDP, UNEP, and the World Bank. The CEP's mission is to assist the Caspian littoral states to achieve the goal of environmentally sustainable development and management of the Caspian environment for the sake of long-term benefit for the Caspian inhabitants.

The Regional Pollution Action Plan for the Caspian Sea (RPAP), has been prepared as part of the project “Caspian Water Quality Monitoring and Action Plan for Areas of Pollution Concern’s (hereafter: Caspian MAP)”. The project is financed by the Tacis Programme of the European Union (EU), which has as one of its objectives the promotion of regional co-operation on environmental protection. The overall objective of the Caspian MAP is to achieve improved quality of the marine and coastal environment of the Caspian Sea. In particular, the RPAP (current Report) provides recommendations to regional strategies for pollution reduction, with a focus on the identified Areas of Pollution Concern. The Caspian MAP also developed a proposal for a Regional Water Quality Monitoring Program.

Many trucks for charring oil from ports along the Caspian Sea are considered as point and nonpoint sources along the seaboard. In addition, many ships, which are navigating in the Sea, are emitting pollution to the Sea. Many cities and industries surround the Caspian Sea. Pollution from these cities and industries enter the Caspian Sea either directly or through rivers. The purpose of this paper is to look at the benefits of environmental management strategies in pollution prevention such as waste minimization and clean technologies. This minimizes the environmental problems due to waste generation and eliminates the cost of treatment and disposal of the waste. The benefits of the environmental management program along the Caspian Sea will ensure the clean water and the better environment of the Sea.

The calculations were made using the MARKAL modeling tool and were based on strategic development plans for different economic sectors. The Communication assesses electricity saving potential in respect of energy efficiency and lower carbon intensity. It also reflects the possible costs related to GHG emissions reduction measures in all economic sectors.
For the first time in Kazakhstan we have analysed the influence of climate change on forests and human health, as well as the data on mudflow activity and the change in glaciers. For climate change calculations, we used the data of the hottest decade (1995- 2005) combined with unified WMO methodology and climate change indices. Climate change scenaria were developed using the most recent ocean-atmosphere circulation models.
