The Caspian region is a priority region for Russia in ecological, marine and economic aspects.  This is confirmed by the implementation of federal and regional programs, the development of academic and applied research in the Caspian Sea region of Russia, the regular various national/international meetings on the Caspian Sea issues and by the public active involvement.

The Tehran Convention, being a legal tool of the regional environmental cooperation, has a pivotal role to play in preventing and overcoming the region’s ecological problems.  The effective use of its mechanisms will make it possible to contribute to the implementation of the national project “Ecology” and the federal project “Clean Country”.

В отчётных информационных материалах – «День Каспийского моря» – 2019 дан обзор на английском и русском языках  мероприятия «Значение Рамочной конвенции по защите морской среды Каспийского моря  для сохранения морской и прибрежной  среды Каспия и достижения экологического устойчивого развития региона в целях  реализации Национального проекта «Экология» и Федерального проекта «Чистая страна».

В 2019 году мероприятие, посвящённое Дню Каспийского моря, проходило в период с 6 по 7 августа 2019 года в Махачкале в Доме дружбы (Республика Дагестан). Мероприятие было организовано Министерством природных ресурсов и экологии
Российской Федерации, Министерством природных ресурсов и экологии
Республики Дагестан через «Центр международных проектов».

Цель мероприятия: обсуждение роли и направлений деятельности Тегеранской конвенции и протоколов к ней как эффективного механизма для сохранения и предотвращения загрязнения морской и прибрежной среды Каспийского моря и достижения экологически устойчивого развития прикаспийских субъектов Российской Федерации, связанного с реализацией национального проекта «Экология» и федерального проекта «Чистая страна». 

Для достижения данной цели необходимо акцентировать внимание на следующих вопросах:

- комплексное управление прибрежными морскими территориями в контексте достижения Целей устойчивого развития Повестки дня ООН в области устойчивого развития на период до 2030 г по сохранению прибрежных морских территорий региона как основы развития туристско-рекреационной деятельности  в регионе, сокращению загрязнения морской среды, в том числе вследствие деятельности на суше, включая загрязнение морским мусором;

- эффективное обращение с отходами производства, включая нефтедобывающие отрасли, и потребления на территории прикаспийских субъектов Российской Федерации путём формирования комплексной экологичной системы обращения с отходами, включающую развитие системы управления утилизацией отходов, в контексте реализации федерального проекта «Чистая страна»;

- экологическая реабилитация водных объектов путём сокращения сброса загрязнённых сточных вод, предотвращения и смягчения потенциального неблагоприятного воздействия различного мусора, включая пластиковый, на морскую и прибрежную среду Каспийского моря;

- повышение осведомлённости общества в области улучшения контроля и предотвращения загрязнения морской и прибрежной среды Каспийского моря путем совершенствования разнообразных образовательных программ и практического обучения для различных групп населения.

Вмероприятия приняли участие более 60человек. Это представители заинтересованных федеральных ведомств, в том числе Минприроды России, Минтранса России, Росгидромета, Росрыболовства, региональных органов исполнительной власти прикаспийских субъектов Российской Федерации, включая региональные министерства туризма, министерства строительства и жилищно-коммунального хозяйства (Республики Дагестан, Республики Калмыкия и Астраханской области),  заповедников, нефтяного бизнеса, представители научных организаций, организаций в области образования, деловых и академических кругов, экспертного сообщества и неправительственных организаций. In the city of Makhachkala (the Republic of Dagestan), on 6-7 August, 2019, an event dedicated to the celebration of the “Caspian Sea Day” took place in the framework of the Tehran Convention (Framework Convention for the Protection of the Marine Environment of the Caspian Sea).  It was organized following the Fifth Caspian Summit-2018 and ahead of the Sixth session of the Conference of the Parties to the Tehran Convention (November 2019, Baku, Azerbaijan).

The event was organized by the Ministry of Natural Resources and Environment of the Russian Federation and the Government of the Republic of Dagestan through the National Convention Liaison Office- Center for International Projects.  I was held within the framework of meeting the national obligations under the Tehran Convention.

В Махачкале (Республика Дагестан) в период 6-7 августа 2019г. состоялось мероприятие, приуроченное к празднованию «Дня Каспийского моря» в рамках Тегеранской конвенции (Рамочной конвенции по защите морской среды Каспийского моря), организованное по итогам Пятого каспийского саммита 2018 г. и в преддверии Шестой сессии Конференции Сторон Тегеранской конвенции (ноябрь 2019 г., Баку, Азербайджан).

Мероприятие было организовано Минприроды России, Правительством Республики Дагестан через Национальный офис по взаимосвязи Тегеранской конвенции-Центр международных проектов в рамках реализации национальных обязательств поТегеранской конвенции. 

Второй национальный Каспийский экологический форум с участием общественных организаций состоялся под эгидой Министерства природных ресурсов и экологии Российской Федерации и Правительства Астраханской области 11 августа 2008 года в Астрахани. Мероприятие организовано Центром международных проектов (Москва), при участии Каспийским научно-исследовательским институтом рыбного хозяйства (КаспНИРХ), Службы природопользования и охраны окружающей среды Астраханской области.

Цель Форума – обсуждение национальных механизмов реализации Рамочной конвенции по защите морской среды Каспийского моря (Тегеранской конвенции) в контексте обеспечения экологической безопасности социально-экономического развития Прикаспийского региона Российской Федерации.

В информационных материалах – «День Каспийского моря» – 2010 на русском и английском языках по теме «Наращивание регионального потенциала Тегеранской Конвенции во взаимодействии с Конвенциями РИО» дана краткая характеристика обсуждению заинтересованными сторонами вопросов корреляции положений Тегеранской конвенции и конвенций Рио.

В рамках «Дня Каспийского моря» – 2010 было организовано 12 августа 2010 года в г. Астрахани мероприятие в формате «круглого стола» по наращиванию регионального потенциала Тегеранской Конвенции во взаимодействии с Конвенциями РИО», организованного Центром международных проектов и Службой природопользования и охраны окружающей среды Астраханской области .Заинтересованные стороны и представители общественности обсудили национальные механизмы наращивания потенциала  по реализации Тегеранской конвенции в контексте обеспечения экологической безопасности и  социально-экономического развития прикаспийского региона Российской Федерации во взаимодействии с Конвенциями Рио.

В ходе встречи была заслушана и подробно обсуждена информация прикаспийских субъектов Российской Федерации о деятельности по охране окружающей среды региона. Особое внимание было уделено опыту и проблемам участия общественности в выявлении и решении экологических проблем Каспийского моря, важных в контексте Тегеранской конвенции, а также роли и формах государственной и международной поддержки такой деятельности.

Была представлена важная информация, связанная с разработкой концепции целевой подпрограммы «Снижение загрязнения морской среды Каспийского моря из наземных источников» в рамках ФЦП «Экологическая безопасность России», соответствующая духу Тегеранской конвенции и её Стратегической программы действий.

Были сформулированы основные меры по природоохранному сотрудничеству прикаспийских государств.

Каспийское побережье и прилегающая низменность Туркменистана являются местом массового пролёта и зимовки водно-болотных птиц, ареалы популяций которых располагаются также в России и Казахстане. Поэтому в предлагаемый список птиц включены редкие виды не только Туркменистана, но и находящиеся в Красных книгах данных стран. При организации охраны редких видов необходимо учитывать состояние их популяций и на прилежащих территориях соседних стран. В работу вошли материалы, собранные нами за период с 70-х годов прошлого столетия до настоящего времени и преимущественно на территории Хазарского (Красноводского) заповедника и прилежащих территориях.

Draft Caspian Sea Plan Concerning Regional Cooperation in Combating Oil Pollution in Cases of Emergency (Aktau Protocol Implementation Plan).

The arrangements in the Aktau Protocol Implementation Plan are intended to facilitate the development of joint response operations and to co-ordinate the use of the available resources in the region. They also outline in advance the financial conditions and administrative clauses of the actions, thus permitting rapid intervention in case of emergency by removing the need for lengthy negotiations during the course of the event.

The present report on the State of the Environment of the Caspian Sea was developed in accordance with the requirements of the Framework Convention for the Protection of the Marine Environment of the Caspian Sea (Tehran Convention, 2003) and is one of the regional environmental cooperation mechanisms to assess the state of the marine environment of the Caspian Sea, in particular, pollution and its impact, based on the reports provided by the Contracting Parties and any competent international organization.

Казахстанский сектор бассейна Каспийского моря в своей северной части загрязняется токсичными соединениями бора и хрома техногенного происхождения№ Рассматривается варианты технико-технологического  решения проблем путем комплексной переработки отходов. 

В статье представлены результаты двухлетних исследований мышечной ткани рыб, отловленных в северной и центральной части казахстанского сектора Каспийского моря на содержание углеводородов нефтяного ряда методом газожидкостной хроматографии (ГЖХ).

Информирование о состоянии окружающей среды на территории Республики Казахстан и оценка эффективности мероприятий в области охраны окружающей среды 

“The Caspian Sea Encyclopedia” is the second one in the new series of encyclopedias about the seas of the former Soviet Union published by Springer-Verlag. The first volume – “The Aral Sea Encyclopedia” was published by Springer in 2009. The series will be continued by “The Black Sea Encyclopedia” in 2010.

The document represents the second national report of the Republic of Azerbaijan on the implementation of the United Nations Framework Convention on Climate Change. It presents national situational analysis, information on emissions and removals of greenhouse gases (GHGs), overview the activities Azerbaijan undertakes to implement the Convention, assessment of vulnerability to climate change, and calls for adaptation measures.

The document is published within the framework of the joint project of the Government of Azerbaijan and United Nations Development Programme "Enabling Activities for the Preparation of Azerbaiijan's Second National Communication to the UNFCCC" with the financial support of the Global Environmantal Facility (GEF).

The Tauw Consortium (TC) formed by Tauw bv - the Netherlands, Milieukontakt International (MKI) - the Netherlands, International HCH and Pesticides Association (IHPA) - Denmark and COWI A/S - Denmark, was selected by the World Bank in October 2009 to execute a Caspian regional POPs workshop in Azerbaijan. TC forms a strong OP, POP and hazardous chemicals team that has cooperated in different combinations in many projects in Central Asia and the Caucasus. Local partner was Mr. Islam Muslim Mustafayev the director of the Azerbaijan branch of the Caucasus Environmental NGO Network.

The workshop aiming at the improvement of obsolete pesticides management was held at the World Bank Office in Baku, from 7 till 11 December 2009 with participants from the five Caspian littoral states and donor organizations (World Bank, FAO). The workshop comprised sessions on: - An update on implementation of international requirements related to obsolete/ POPs pesticides - Development and strengthening of legal and institutional framework - Public awareness raising - Technical problems and priorities The workshop was held as an interactive workshop in which participants presented the current state of the abovementioned aspects of pesticide management for their country. Difficulties and gaps were discussed and ideas were developed in order to bridge the gaps identified. A legal gap analysis showed that in all countries there are gaps in legislation concerning the pesticides cycle. POPs often are not included and legislation needs to be aligned with international requirements. There is a lack of coordination between institutions and stakeholders in most countries. In many countries environmental and human health problems related to obsolete pesticide stocks are aggravated by a lack of awareness. Russia and Azerbaijan presented their experiences with inventory and technical difficulties. The presentations showed that there are problems with planning and coordination, a lack of environmentally sound storage capacity, a lack of knowledge concerning the scale of the problem (reliable and complete national inventory) and a lack of knowledge concerning handling of liquid pesticides. Action plans were presented, which for some countries like Russia, were plans of different options (signing the convention, detailed inventory, pilot on implementation PSMS). Also for Turkmenistan, ratification of the Stockholm Convention is a big challenge. For other countries like Azerbaijan, there is a follow up project about to start. Therefore the action plan for Azerbaijan comprises a number of defined steps already (capacity building, full national inventory). Iran presented an action plan for repackaging of obsolete pesticides in the Golestan province.

This project aimed at inventory training for 10-15 people, mainly from the four Ministries with a designated role in the management of obsolete pesticide stocks (MoA, MoE, MoEm, MoH). The training comprised training on the inventory process, health and safety during inventory, management of inventory data with PSMS, different approaches for stores and burial sites and on the job inventory training (practical part). The practical training was performed on sites of five former pesticide stores including one site where pesticides were buried and soil and groundwater sampling was trained. This World Bank project will be followed on by a TCP project approved by FAO regarding capacity building in pesticide management in Azerbaijan. The TCP project aims at (amongst others) a full national inventory, risk quantification and action plans for high risk sites. For repackaging, there is no project approved yet. In the evaluation of the training, the trainees were confident to be able to train others in order to perform a full national inventory. Further assistance might be needed on selected topics. The trainees did not see a problem concerning knowledge transfer. It is recommended to select trainees more carefully in the future. Ideally, the participants of the inventory training are the people doing the inventory and to keep all steps of the pesticide stockpile management cycle in mind during the individual steps in order to have funding for the following steps like repackaging, safeguarding and final disposal or destruction.

Sampling was conducted from the vessel Svetlomor 2 by personnel from AmC, the Ministry of Ecology and Natural Resources (MENR) and SOCAR. Sediment samples for physical and chemical analysis consisted of 2 replicates, while 3 replicates were taken for biological analyses. Analyses were carried out at AmC Caspian Environmental Laboratory.

The sediment characteristics and metal concentrations around Chirag were found to be highly variable within and between stations, with generally little change being observed from 2008. Despite the detection footprint remaining unchanged from previous years, LAO concentrations continue to reduce. THC and PAH concentrations were generally low, with the highest concentrations being recorded at stations directly to the northeast of the platform.

Ba concentrations were highest within the LAO contamination footprint, suggesting the higher concentrations to be the result of historical drilling discharges. As observed on previous years the concentration of Cd was also highest within this area. The LAO and Ba footprint, indicating the extent of contamination from platform drilling discharges was found to extend 1250m NE, 500m N, 750m E, 1000m W and 250m S of the Chirag platform position.

The 2010 macrobenthic community was numerically dominated by polychaetes and amphipods.

Abundance and species richness were highest at stations on the periphery of the survey area and decreased towards the platform. The lowest abundance an taxonomic richness were found at stations within the LAO and Ba footprint, with the sparsest communities being present at stations directly to the northeast of the platform. Despite a continual reduction in hydrocarbon concentrations from 2006, a general reduction in abundance and taxonomic richness has been observed at the Chirag survey area from 2000 to 2008. This negative trend has reversed in 2010, with a survey wide increase in annelid abundance and amphipod abundance and taxonomic richness being observed. No distinct change in the physicochemical characteristics has been observed between 2008 and 2010 that can be attributed to the abrupt reversal of these trends.

No additional physicochemical impacts from operational activities have been observed between 2008 and 2010 and in general contamination levels continue to reduce
